    My solution is in DAX.

     

    The measures are as follows:

     

    Total Checked = 
        CALCULATE(

        )
    
    Total Yes = 
        CALCULATE(
            COUNTROWS( 'Table' ),
            'Table'[Parameter Q1] = "Yes"
        )
    
    Total No = 
        CALCULATE(

        )
    
    Achieved % = 
        DIVIDE(
            [Total Yes],

        )
