As the error message, Please Install the Npgsql provider on the server that's hosting the data gateway (https://www.nuget.org/packages/Npgsql/4.0.2)

I installed npgsql 4.0.2 as you suggested.
Then restart the computer
public report again
and validate data on BI web
then still dragged as above. Haven't fixed you yet.
Please help me
