Fill Down Problem

My data is imperfect and I have a column containining area and discipline values.  So I can keep both I thought if I copied the column, replaced discipline with blank or null, then filled down I could get the area too.  As steps in Power Query.  But it's not working.  I can't replace with either discipline or blanks with null and I can't fill down.  What am I missing?

    Add a new column

    if Text.StartsWith([WBS], "WBS") then [WBS] else null

     or

    if [Level]<3 then [WBS] else null

     then Fill Down

    Could you please share a screenshot of the issue? Please share some sample data as excel format (not sensitive)

    Sorry I just snipped a bit.  WBS covers area and discipline so I want to copy that column, remove discipline labels and fill down WBS.  And I can't, even if I do multiple steps.  Replace CIV,SMP, E&I with blank, replace blank with null then fill down.  Ideas?  I then unpivot so ultimately I'm looking at histograms over time and I can filter by area or discipline.

      Thanks.  Just for my understanding so if I add a little code to Power Query it works.  If I try to do it all visually it doesn't.  Does it always work this way?
