You can unpivot the column first in power query, you can refer to the following link.
Unpivot columns - Power Query | Microsoft Learn
Then create a type column
e.g Option 1 | Option 2 | Option 3 belongs to'Survey A'
Option 4 | Option 5 | Option 6 belongs to'Survey B'
Then you can create a slicer and put the type to the slicer to control the display.
