Is there any way to make offline data filtering available in reports on mobile devices?

In addition, I'm not very clear for "offline filters" which you mentioned, can you share something detailed?

Thank so much for your attention.
We have read this article.
It says: "You can see the full report, but not filter, cross-filter, sort, or use slicers on it."
Beyond this statement (but not filter) is there any way to make offline filters available?
On Power BI App we have some samples from Power BI e SSRS where can get filters during devices flights modes.
