Why do conditional formats behave strangely?

I have a matriz with a conditional format, which behaves strangely when removing or putting the last column of the "Percentage Measure" matrix, I want it to stay green when the "Status" field is "Released" or "Issued", I mean that the cmpartament is because the relationship between my tables does not have all the IDs "Drawing Number"
