Visualization Table not keeping fix value per row

First of all, thanks for taking the time to answer to my question, that exactly the result i'm trying to achieve but unfortunately did not work in my case
i have tried your code as per below:
ValueToDivide = CALCULATE(DIVIDE(DIM_Tenders[_Accepted_load],100),ALL(DIM_Tenders))
The "ValueToDivide" column still do not show a fix value of 4.31,screen below
