Two level sorting - Matrix

Hello Datanauts!    Been looking into the thread for a solution but couldn't find one.  I need to sort the column of a certain matrix (Category 2). But the problem is it only sorts alphabetically ...

    You may try to add an index column as requested. Then use Sort by Column as below picture.

By "Budget", what do you mean? Value ($)? or ?

Oh No. budget = CY18 BUDGET. It's a value under "category2". Apologies for the jargon.
