TRICKY - Previous Value

Hi Expert

 

I am having a nightmare trying to calculate the previous value DAX Formula as a calculated column. My over data set have over 1 million rows of data.

 

The below is a small sub set of the data. i want to be able to calculate the previous value based on the condition as per my sample data. I have show the expected results in the previos value column..
