I have a visual that shows the % correct answers for a quiz. On the axis I have the Question#. I know I can add verbiage to a tool tip for each visual, but could something display for each question...

I recommend creating a report tooltip: https://docs.microsoft.com/en-us/power-bi/create-reports/desktop-tooltips?WT.mc_id=DP-MVP-5003068
The next screenshot shows what this can look like, is you just spend 30sec on the design of the report tooltip:
Please find a very simple example attached.
