Sumx returning wrong value

Hi all

 

I've been trying hard to get this sum correct but still not able.

 

The dax measure called count if is not returning me the right sum in the matrix below:

 

The statement is simple in that count if, if the % is >=1% return 1 else 0. That works well, the problem is the total. In the example above is giving me 8, but it should be 2.

 

Any support is appreciated. I attach pbix and excel with raw data and outcome desired.
