Suggestions Required for Implementing dataset for multi purpose

I have a requirement as described below and would appreciate your suggestions on the possible approaches to implement it.

Requirement:

We need to create a single dataset that serves two different user groups:

  1. Viewers:

    • Can only access and analyze standard reports built on the dataset.
    • No editing or modification of reports is allowed.
  2. Super Users:

    • Can access, analyze, and edit reports.
    • Can modify or create their own visuals and save them in a different workspace.
    • Based on their role and region, specific columns or measures should be visible at the dataset level.

Request:

I would like to understand the best possible approaches to achieve this functionality while ensuring proper security and performance.

    • Access Levels:

      • Viewers: Read-only access to pre-built reports.
      • Super Users: Build permissions to create/edit visuals and save in a separate workspace.
    • Role-Level Security (RLS):

      • Use RLS in Power BI to filter data by user roles and regions.
      • Assign roles to users in the Power BI Service.
    • Dynamic Visibility:

      = IF(USERPRINCIPALNAME() IN VALUES(UserAccess[AllowedUsers]), [Sales], BLANK())

      Use RLS and DAX filters for role and region-based access control.

      Ensure dataset performance using optimizations like aggregations and incremental refresh.
