Create a measure

MEASURE =

    MAXX ( ALLSELECTED ( 'Table' ), YEAR ( [Date] ) )
VAR b = a - 1
RETURN
    CALCULATE (
        COUNTROWS ( 'Table' ),
        OR ( YEAR ( 'Table'[Date] ) = a, YEAR ( 'Table'[Date] ) = b )
    )

Then put the measure and related value to visual.
