Show elements without data in an array

Hello everyone, I am new to Power BI and I wanted to know if it is possible to make a matrix similar to the following image

The matrix should have a "Plataforma" column which should be grouped by the "Layer" column and in another column there should be, for example, the "NivelCta1" column, now try to do the following:

but I see values in the column "NivelCta1" in the row "Enablers", "Finance Management", etc. when those values should not appear, and if those values should appear for "Layer"

playing a little I managed to get this, and the next level in "Layer" goes wrong and I don't get the data for the column "NivelCta1" either

As you can see in the blue row of "Enablers" it does not have values and in the red row of the "Layer" column it does have values in the following columns
