Row level conditional formatting

Can I apply a row level conditional formatting? 
So i have these columns as timelines and number denote count of task done. I see I can do column wise conditional formatting but I am looking to apply a conditonal formatting where if in row 1 there is a negative value give it a red color while positive becomes green.
