Restrictive multiple selection

You could create a new table then create a flag measure.
1.create a new table as slicer
slicer = VALUES('Table'[cate])2.create a flag measure.
flag = IF( CALCULATE(DISTINCTCOUNT('Table'[cate]),FILTER(ALL('Table'),[ID]=MAX('Table'[ID])))=DISTINCTCOUNT(slicer[cate]),1,0)3.apply the flag measure into filter
The final output is shown below:
