query reduction Apply button - formatting

When enabling the Apply all button for the filter pane, to apply all the selections a User makes at once, we have identified some formatting issues we would like to fix. If a user is on one page of a report, makes a few selections on All Page filters, does not select Apply, then navigates to another page, the Apply button goes all white.

I am not seeing how to correct this formatting. This appears to be a bug. How could I resolve this?
