Quarter on quarter increase/decrease

I'm trying to create a measure that will look at lines of data relating to incidents. Some of these incidents will have values attached. 

In q1 2025 I may have reported 5,000 , but it turns out in Q1 2025 there is a combined value if 7,000 an extra 2000 due to delayed reporting for incidents created in Q42024.

I want to be able to look at a total value that was added in q1 2025 for incidents with a log date in Q12025 but also be able to confirm the total value for incidents with a log date of Q4 2024 with a value added date of q1 2025.

    If possible, could you please provide more raw data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples? It would be helpful to find out the solution. You can refer the following links to share the required info:
