You can create a custom column using the SWITCH function as follows:
Status Custom Column = SWITCH( TRUE(), [Project Completed] = 100, "Completed", [Project Completed] > 0 && [Project Completed] < 100, "In-Progress", ISBLANK([Project Completed]) || [Project Completed] = 0, "Not started" )
