Problem connecting to HTTPS web data via basic auth

In Power BI Desktop, I am trying to get web data via an HTTPS REST API using basic authentication. I enter the username/password in the data source settings but I consistently get this error message:...

Clear the Secure Sockets Layer (SSL) state. To do this, follow these steps:

  1. In Internet Explorer, click Tools, and then click Internet Options.
  2. Click the Content tab, and then click Clear SSL state.
