Anonymous In essence, a Power BI Free user (Basic) only has access to their My Workspace. They cannot view reports shared by others or share their reports with others. This assumes a non-Premimum capacity.

There is one free way to share reports: Publish to Web. The drawback is that there is no security at all. Anyone with an internet connection is able to view the report.
Any other form of sharing requires a paid license. If you want to share a non-public report with another person, then both you and the other person need to be covered by some type of paid license.
