Overriding dynamized columns

Hi, I'm a newbie to power query and I'm trying to tabulate a format that comes as follows:

I have tried to cancel dynamized columns but the values for the second period of the years are not referenced correctly because they are within the values.

I also tried to divide the table with the Split function and then append the queries but the values in the 'dependency' column vary according to the year so they are not divided correctly.

I have looked for information on the web but failed to fix it,
