Organizational Default Theme
Is it possible to use a custom theme as the default theme every time a user creates a new report across the entire organisation? I don't want users to have to manually import/switch theme for every new pbix file they create.
I don't believe so. I do not believe there are GPO setting available for Power BI Desktop that address that, but I may be incorrect.

Very frustrating to have to do this each time. We all need to set that as an enhancement request!

Dear friend.
I've found a way to make your custom theme as a default.
- Create a blank PBIX file
- Save it as a template (Template.pbit i.e.)
- Open by clicking on it with the right button and choose "open as a compacted file" (I use 7Zip).
- Go to "...\Report\StaticResources\SharedResources\BuiltInThemes\"
- Add your theme file there.
- Create your next PBIX files by double clicking on this template file.
That's it.

This workaround can't be communicated to our whole organisation. Any other solutions? Is there an idea posted to require this?

This is not a default theme solution. This is a report template solution. You wouldn't even have to do this. Create a new report template. Apply the theme in the template. Then save that as a .pbit file and the theme goes with it. Much easier. but again, this is a template not a theme. The drawback to a template is that if a theme is applied, then Copilot can use a them but Copilot cannot use a template. Also, when you use the + button to add a new report, a them is applied, but the template it's not. Requires you to duplicate a report tab instead of just hitting new. Not the same.
