GoodLyon I don't think there is an out-of-the-box option for this. Maybe you can look at charticulator to create a custom visual to get what you are looking for. There are a lot of posts/videos on Charticulator.

Agree with parry2k , your requirement could not be realized currently.
You may add a TextBox and then group it to Stacked bar chart:
Or create a measure for Tooltip:
Measure = SWITCH(TRUE(), SUM('Table'[Value])<2, "Burden",SUM('Table'[Value])>=2&&SUM('Table'[Value])<3,"Necessity", SUM('Table'[Value])>=3 && SUM('Table'[Value])<4,"Priority",SUM('Table'[Value])>=4 && SUM('Table'[Value])<5,"Goal")
