Not able to find fx/conditional formatting

I am not able to find the conditional formatting option

I want to make a grey gradient on my bar graph but I cannot find the option for it. All the documents point towards 

1. fx (for conditional formatting)

2. Advanced Controls

3. Three dots that lead to fx

All of which leads to a default colour pane, but I am unable to navigate myself to it. I have the most recent update (May 2020).
