    Hi All, 
    I got the working solution for this requirement instead of having select all slicer and filter option, i have calculated a table wherein i have two other option which i wanted and the rest is select all with the swtich statement.

When user is selecting select all option the two other two option(Compliance and Premier) which i have provide should be excluded

No, "Select All"  literally means "select all". Meaning "include all".

Keep in mind that "Select none"  is the same as "Select All"  in Power BI world.

Can you give me other way around to give user an option to do the following.
1. Select All ( he should be able to select all option excluding the other two option)
2. Select one option which in our case is suppose "Compliance"
3. Select one option which in our case is suppose "Premier"
