    I found the answer on a SQLBI video which does not require the calculated column.  Yea!

    Top State Rate =
    CALCULATE(
    MAXX(
    factRegistry,
    DIVIDE(
    factRegistry[Registrants],
    factRegistry[Population18+]
    )
    ),
    VALUES(Counties[StateName]),
    ALL(Counties)
    )
