Max value from a time range

Please have a try.

Create 2 columns.

year=year(table[date])

month=month(table[date])

Then create a measure.

measure =
VAR _1 =
    CALCULATE (
        SUM ( table[value] ),
        FILTER (
            ALL ( table ),
            table[year] = SELECTEDVALUE ( table[year] )
                && table[month] = SELECTEDVALUE ( table[month] )
        )
    )
RETURN
    MAXX ( ALLSELECTED ( table ), _1 )
