Mapping Errors - Map Shows Incorrect Locations

For anyone who finds this and has the same issue, it is a known issue as of 4/1/2019. See idea [Accepted] below.
I found the same post. It actually says not to concatenate :
"For example, your City location field should be Southampton, not Southampton, New York. And Address location fields should be 1 Microsoft Way and not 1 Microsoft Way, Redmond, WA."
Regardless I have tried the concatenation and it actually makes it worse... for the same data set I get 3 points outside of CO rather than just the 2.
Also my issue is not at the city level, but at the County level. However in the complete data set there are a few issues with at the city level.
jtownsend21 It always worked for me by doing concatenate. I will let you decided how you want to proceed. you have solution in place and as you can in the screen shot, it works fine.

parry2k Do you think this is potentially a bug as it does not follow the hierarchy from one layer to the next?

jtownsend21 depends how you are going to next level in hiearchary, the 2nd one would work from image below.

parry2k Correct. I am using the "Expand all down" (pitchfork) rather than the "Go to" (double down aarows).
