Mapping Errors - Map Shows Incorrect Locations

For anyone who finds this and has the same issue, it is a known issue as of 4/1/2019. See idea [Accepted] below.
jtownsend21 may be you need to concatenate country and state as below
Country State = data[Country] & ", " & data[State]
and categories it to "State" and when i plot using above, it works fine. here is a blog which talks about tips and tricks.

I found the same post. It actually says not to concatenate :
"For example, your City location field should be Southampton, not Southampton, New York. And Address location fields should be 1 Microsoft Way and not 1 Microsoft Way, Redmond, WA."Regardless I have tried the concatenation and it actually makes it worse... for the same data set I get 3 points outside of CO rather than just the 2.
Also my issue is not at the city level, but at the County level. However in the complete data set there are a few issues with at the city level.- parry2k7 years agoSuper User
jtownsend21 It always worked for me by doing concatenate. I will let you decided how you want to proceed. you have solution in place and as you can in the screen shot, it works fine.

parry2k Do you think this is potentially a bug as it does not follow the hierarchy from one layer to the next?
