Create a calendar table for you x-axis then make the following measure:
SystemsInScope =
CALCULATE (
COUNT ( table[system name] );
FILTER ( ALL ( TABLE); Table[Close date] = MAX ( Calendar[Date] ) && Table[Scope] = "IN Scope" )
)
Then place this measure on the line values.
