Image Cut and Paste

When You Insert an Image into a PBIX. Cut and paste does not Work between Reports?  The Image is lost but the Image Frame Remains

I cannot prove it but I believe this was working In Earlier Versions of the Desktop. Anyway that has Scuppered our idea of Creating a Statrd Menue Group to Insert into our Reports, and speed up Dashboard Development

Any Ideas anyone
