How about this instead?
YOY = VAR RowYear = MAX( Query2[YEAR] ) RETURN DIVIDE ( SUM ( Query2[ORDERS] ), CALCULATE ( SUM ( Query2[ORDERS] ), Query2[ORDERS] = RowYear - 1 ) )
