if else in custome column

I am trying to create a custome column in powerBi, but I am getting syntax error

 

 

if([LatestRunTime] < [LatestRunTime]) & [#"Base Our Prem - Initial"]=[#"Base Our Prem - Latest"] then "EPI Confirmed" else if ([LatestRunTime] < [LatestRunTime]) & [#"Base Our Prem - Initial"]<>[#"Base Our Prem - Latest"] then "New EPI"
Else "To Be Actioned"

 

could you please help,

    Manar,

     

    In addition, word "else" needs to be written in lowercase and change [#"Base Our Prem - Initial"] to [#"#""Base Our Prem - Initial"""] if necessary.

    Try to use and instead of & operator
