try to delete the relationship between two tables and create a measure
Measure = if(ISBLANK(max('Table'[date])),1,if(max('Table'[date])<min('Table 2'[date])||max('Table'[date])>max('Table 2'[date]),0,1))add the measure to the visual filter and set the value to 1pls see the attachment below
