Font Formatting Card Visual Based on % Value

Greetings...I am trying to figure out how to conditionally format the font of a Card Visual based on whether the % is greater than 0 or less than 0. I have viewed a number of posts but none of them seem to work.

 

Any assistance would be greatly appreciated.

    Click the visual, go to format, go to values, and click the FX and create the rules.

      Nope...that doesn't work. All values are the same colour that I select for the first rule regardless of being negative or positive.

      I will also add that I used the percentage difference DAX functionality that is built into BI. Not sure if that makes a difference as to how conditional formatting would work.
