Filter
I set up a report so viewers can create a report, Is it possible to make a built-in filter on all pages or in one page so that it automatically appears when creating a report?

According to your description, you make a report and you want to make the other people show different data when they create a report based on your dataset. Right?
If this , you can create RLS in your dataset.Row-level security (RLS) with Power BI can be used to restrict data access for given users. Filters restrict data access at the row level, and you can define filters within roles. In the Power BI service, members of a workspace have access to datasets in the workspace. RLS doesn't restrict this data access.

>>Select Slicer >> go to view tab >> click sync Slicer >> Right side Sync slicr add and sync with all pages .

when the viewer creates a report, this filter is not saved

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
