Export Underlying data option does not show up

So the Underlying Data option is only available in Power BI Online?

Based on my research,underlying Data option is only available in Power BI Service. Below is the document about this feature for your reference.

Honestly, I don't see where the article says the Desktop BI is limited to summarized data, or does not do underlying data.
