I have two tables, Maxdate - which is having single datetime column with one row and Userdate with single datetime column with multiple rows. I have to apply maxdate table as a dynamic parameter ...

MaxDate is a table but you want the value from that table.
Try replacing
[SystemModstamp] <= MaxDate
with
[SystemModstamp] <= MaxDate[MaxDateTime]{0}
This takes the first (index 0) row of the MaxDateTime column of the table.
