DATEDIFF skipping weekends and public holidays

HI Team, have these 4 columns , need to calculate datediff for :

• Scan Received Date to Scan Load Date
• Scan Load Date to Despatch Date
• Despatch Date to Scan Unload Date

skipping weekends and public holidays (have a table called PUBLIC_HOLDAYS with column DATE  which has all the public holidays) 

need an custom m query or not sure if its better to do a power bi measure .
