User x is able to open a report called DataSet A on PBI desktop. DataSet A is used as the data source for Report B. User x is unable to open Report B on the desktop. This is the error. Unable to ...
The problem is no longer occurring. I'm not sure if this fixed it, but I added user x to the data source in app.powerbi.com (click the cog and go to manage gateways).
