Hi, I want to give the users the feature of data labels toggle on the report it self. is there a way i can add a button or something to do so?

If I understood you correctly, yes.
You can prepare 2 graphs 1 with data labels, and the second without, and allow the user to switch between them with bookmarks.The result will look like :
