Data labels Range Bar Chart Power BI Report Builder

We created a report in Power BI report builder that is a Range Bar Chart with a Stepped Line Chart to create a waterfall effect since Report Builder does not have a true waterfall chart built in. We would like the data labels be on the outside or top of the bar chart but can not get it to render any other way than inside. We have set the position to top on the data labels, increased the max value on the Y axis thinking the label did not have anough room, set SmartLabels AllowOutsidePlotArea to True and can't get anything to work. Below is what is currently rendering:
