Can I create a dashboard layout without dataset? Just creating a empty template. There will be 19 columns and 40 rows. Thanks

According to your description, you want to create a dashboard layout without a dataset that has 19 columns and 40 rows. I think the workbook in the Power BI service is a possible way to achieve this, you can connect to an Excel file containing the expected layout without data.
Then you can pin part of the workbook to the Power BI dashboard, like this:

No. Dashboards don't have columns, they have tiles. You can fit a maximum of four tiles in a row.

sdhn , Are taking about power BI service Dashbaord or Power bi desktop report.
In any case you need an empty dataset. You can add few visuals and save it.
