    Anonymous , hope time complete is a measure the color measure

     

    if( [TIME_TO_COMPLET] >= time(0,0,20) && [MODALITY_OUT] = "TRUCK" , "Yellow", "White")

     

    Use in conditional formatting using field value option

     

    [TIME_TO_COMPLET] >= 20 // if time in second and formatted as time
