Conditional Formatting: wrong individual format

KBUIUS that is the issue, conditional formatting is using sum of net loss but in visual you are showing non summarize data, and that is the problem. You are working with two different numbers.

This is my thought as well.
KBUIUS In other words, are you formatting the column using the same measure as you're showing in that column?

In the values, I chose "dont' summarize" for Net Loss. Idk if that causes inconsistency...

What happens if you switch to Sum like the conditional formatting is using?
