Please check if you are using the latest version of power bi:
Version: 2.73.5586.802 64-bit (September 2019)
If not, please download the latest version and install it.

Helper IIYou have to go into the formatting options for the card, then expand the Data label, Category, Title or Background options. then you will see the three dots on top of each other.
