Comments on Table or Matrix

Is there a way to allow users to comment on specific rows in a table or matrix?

I have a legacy report in reporting services where we did some work with writing parameters back to a database to allow users to comment on specific rows. I would like to eliminate the report but our users would still like to be able to provide feedback on the data in the reporting interface.  We use this to display production-related data and have users provide updates on material shortages.
