I hope the figures discribes in it full:
Figure 1: Create 2 measures

If you want to highlight the entire rows, in your image will be highlighted all rows(I saw each row has a highlight cell). In addition, conditional formatting applies only to the values of Table or Matrix visuals, and doesn't apply to any subtotals, grand totals, or the Total row.

Post ProdigyAnonymous I am trying to get it where it shades the highest number in each row, so wouldn't be entire row, just that one value. Any ideas?
