Circular bar plot using angle and distance

I have tried this and it plots based on frequency rather than the angle and in relation to the distance. Is there a way to specify the y axis length? e.g. -3 to 3. It currently goes from large to smaller in a clockwise direction. I would then like it to show a longer segment if the pass at this angle is longer
